How early can we get a bike-- If your lucky and have a friend that's quitting you can probably get one as soon as you start the game(runes of magic gold). But you won't be able to use it till your 80 so that won't matter.
Where can we get a bike-- They can be found in dungeons such as Lake in Dusk, Runia Station, and EoD B1F. They can also drop from Forgotten Ruin Bosses , Berderk from Lakeside, and rumor has it that Pluma from Pontus Ferrum can drop it as well.
Another way to obtain one is by finding a player who is selling one. You will be paying(runes of magic gold) well over a billion alz and possibly good equips though. So save up if you feel your luck at finding one yourself is slimmer than you think.
